Packaging design cost in Malaysia: an honest pricing guide

Five agencies will quote five different numbers for the same packaging brief. Most of the gap is line items a cheap quote leaves out.

Packaging design in Malaysia typically costs between RM 2,500 and RM 45,000, depending on whether you need a label refresh or a full structural redesign across a product line. Print, dies, and compliance testing sit outside that number. Most quotes that look cheap are just missing one of those three line items.

Ask five agencies for a packaging design quote and you'll get five different numbers, sometimes off by a factor of ten. Packaging design is priceable. What varies is which version of the job each quoter assumed you meant.

We've written close to a hundred packaging quotes at CUBEevo over the past few years, for F&B brands, cosmetics lines, and a handful of supplement companies navigating Ministry of Health rules for the first time. The pattern repeats itself: a founder gets a RM 1,500 quote from a freelancer and a RM 25,000 quote from an agency for what looks like the same brief on paper. Neither number is wrong. They're pricing different jobs.

What "packaging design" actually buys

A label swap on an existing bottle is not the same job as designing a new pouch structure, a new dieline, and artwork for six SKUs at once. Yet both get called "packaging design" in a WhatsApp brief. Before you can compare quotes, you need to know which layer of work you're paying for.

  1. Concept and structural design. The actual shape, the dieline (if it's a box, pouch, or custom bottle), and the first visual direction. Most of the creative fee lives here.
  2. Revisions and structural engineering. Getting the dieline to fold correctly, sit on a shelf without tipping, and survive the die-cutter. Cheap quotes usually cap this at one round.
  3. Artwork and prepress. Bleed, trim marks, colour separation, Pantone matching, file prep for the actual printer you're using. Skipped entirely in low-cost quotes; the printer ends up doing it, badly, for free, and it shows.
  4. Compliance and regulatory check. For food, cosmetics, and supplements, this means checking your label against Malaysia's Food Regulations 1985 and Malaysia's food labelling requirements before anything goes to print.
  5. File handover and print liaison. Final print-ready files, a spec sheet the printer can quote against, and someone answering the printer's questions during the actual run.

A quote that only covers line 1 is a moodboard. Most founders don't realise that's what they're buying when they see 'packaging design' as one line at one price.

What packaging design actually costs in Malaysia

These are ranges we see across our own client base and comparable Malaysian agencies, not a rate card. Your number moves with SKU count, structural complexity, and how many rounds of revision you actually need.

That table leaves out the printing itself on purpose. Print is a separate quote from your printer, and it's usually bigger than the design fee, especially at low print runs. If an agency's number seems to cover "packaging design" from concept to delivered cartons, ask them to split design from print. If they can't, the number is probably soft somewhere.

What actually moves the price

The price moves for three reasons, and margin padding isn't one of them.

Structural complexity pushes cost up first. A flat label doesn't need prototyping. A pouch with a resealable zipper, a die-cut window, or a fold that has to survive a courier drop test needs a physical prototype you can actually fold. Global paperboard and material costs have also been climbing, which pushes prototyping costs up before you even touch design fees, according to Fastmarkets' 2026 packaging market outlook.

SKU count. Designing one hero SKU and adapting five flavour variants sounds like it should cost roughly the same as one design plus five swaps. In practice, each variant still needs its own colour check, its own proof, and its own approval round, because a flavour swap that looks fine on screen sometimes prints muddy.

Regulatory category adds cost too. Food, cosmetics, and supplements carry label requirements a t-shirt brand never has to think about: nutrition panels, additive declarations, claim wording Ministry of Health will actually accept. Catching this before print is cheaper than reprinting 10,000 units after a rejected batch. Testing bodies like SIRIM QAS International exist for exactly this reason, and a compliance-heavy brief should budget for that review as its own line.

The costs that hide inside a low quote

A RM 1,500 quote is usually just missing line items 2 through 5 of the Five-Line Quote above, and nobody told the founder that. Four things tend to surface only after print is booked.

  • The second revision round costs extra, and you find out after you've already used your one free round on something small.
  • Print-ready file prep isn't included, so your printer either charges separately to fix the file or prints it wrong.
  • Nobody checked the label wording, and your compliance officer, or worse, a Ministry of Health inspector, catches it after the print run.
  • The dieline was never physically prototyped, so the box that looked perfect in the mockup doesn't actually close.

None of these are catastrophic on their own. Stacked together, they usually cost more than the gap between the cheap quote and the honest one would have been.

"How many revision rounds are included, and what happens after that?" Ask that first, then work through three more before you sign anything.

  • "Is print-ready file prep in this number, or is that a separate line?"
  • "Who checks the label against Ministry of Health requirements, and when?"
  • "Can I see a dieline prototype before we commit to print quantities?"

An agency that answers all four without flinching has priced the job properly. One that goes quiet on question 3 is betting you won't ask again until the print run is already at the factory.
